Ontario's Home Renovation Savings (HRS) Program is the province's flagship residential energy efficiency rebate, administered through Enbridge Gas. What is the HRS Program?

The Home Renovation Savings Program is a provincially funded rebate program administered by Enbridge Gas on behalf of the Ontario government. It provides rebates to homeowners who complete eligible energy efficiency upgrades following a certified EnerGuide home evaluation.

The program replaced the earlier Enbridge Home Efficiency Rebate Plus (HER+) program and expanded both the eligible measures and maximum rebate amounts. For most Ontario homeowners, the HRS Program is the single largest rebate source available for home energy improvements.

Critical: work cannot start before the pre-retrofit audit

This is the single most common mistake Ontario homeowners make. Any eligible upgrade completed before your pre-retrofit EnerGuide audit is ineligible for HRS rebates — regardless of the upgrade quality. There are no exceptions. Book the audit before you book the contractor.

Who is eligible for the HRS Program?

  • Owner-occupied primary residences in Ontario
  • Enbridge Gas customers (gas service at the property)
  • Homes that have received a pre-retrofit EnerGuide audit from a registered energy advisor
  • Upgrades completed by qualified contractors after the pre-retrofit audit date

Rental properties and non-primary residences may have limited eligibility. Newly constructed homes are generally not eligible for retrofit rebates.

How to apply for the HRS Program

Applications are submitted through the Enbridge Home Efficiency Rebate program portal. The process has several steps:

  • Step 1: Book a pre-retrofit EnerGuide audit with a registered energy advisor. This must happen before any eligible work begins.
  • Step 2: Your energy advisor provides a list of recommended upgrades with modelled energy savings. This becomes your retrofit plan.
  • Step 3: Complete eligible upgrades with qualified contractors. Keep all invoices and product specifications.
  • Step 4: Book a post-retrofit EnerGuide audit to verify the improvements. This is required for all upgrades except the smart thermostat.
  • Step 5: Submit your rebate application with audit reports, invoices, and contractor documentation through the program portal.

Is the HRS Program still active in 2025?

As of the most recent program information available, the HRS Program is active. Program funding and availability can change — we confirm current status at the start of every engagement and track any announced changes to amounts or eligibility.

Do I need to be an Enbridge customer?

Yes. The HRS Program is administered through Enbridge Gas and requires natural gas service at the property. If you are an electricity-only customer, the Save on Energy and Canada Greener Homes programs may still apply, and heat pump upgrades may qualify through other streams.

How long does it take to receive the rebate?

Processing time varies. From submission of a complete application to rebate payment is typically 8–12 weeks. The full process from pre-retrofit audit through rebate receipt generally takes 4–8 months depending on contractor scheduling and audit availability.

Can I do the work myself and still get the rebate?

Generally no. Most HRS rebates require that work be completed by a licensed contractor and documented with proper invoicing. DIY work is not eligible for the insulation and HVAC rebates. The smart thermostat may be self-installed but must meet program specifications.

What if I already completed upgrades before finding out about the program?

Upgrades completed before the pre-retrofit audit date are not eligible for HRS rebates. This is a hard requirement with no retroactive path. If you have upcoming upgrades still planned, those may still qualify if you complete the pre-retrofit audit before starting that remaining work.

Does the HRS Program cover heat pump water heaters?

Heat pump water heaters may be eligible under certain program streams. Eligibility and rebate amounts for this measure vary — we confirm current availability as part of the audit and planning process.
